Making your own graphic with an appointed carrier's logo can breach the appointment contract. That is a bigger problem than a bad ad, and it is easily avoided.

Ads have to stop at the state line

Targeting has to match where you're licensed and appointed, and under state insurance department rules every public post counts as advertising.

Medicare has its own regime on top

A separate marketing rulebook sitting over everything else, and the penalties there aren't commercial ones. It shapes the page before anybody talks about design.

Local or national — where this one is actually decided

Local for personal lines, state-wide for Medicare and commercial. The licence footprint is a hard boundary and belongs on the page.
